All current Indycars are built by Dallara with either Chevrolet or Honda engines. NASCAR is more tightly regulated, with the current Gen7 Cup Series cars chassis also built by Dallara. And as @simple gyro said, driver skill and crew ability to get a good car setup can be the difference between failure and success.
