So bop is short for 'balance of performance'. In WEC and IMSA endurance racing manufacturers can design and build their own cars to a set of specifications, just like F1. However, unlike in F1 the sanctioning body (The FIA for WEC or IMSA themselves for IMSA) attempts to make sure each car is balanced against on another so that the racing is actually interesting to watch.

The ways they can do that vary, that table's showing you the changes they've made to the BOP for each car for the WEC round at COTA.

So adding or removing ballast to make the cars lighter or heavier, limiting the maxmium power, limiting the amount of energy they can use per stint, and adding a penalty to their refueling time. Some series limit the fuel tank size, and there's a few other things they can adjust but that's the basics of BOP.
