Yes, that's true. But that's true for a lot of racing series. Even F1 and Indycar. Indycar is on the same subscription channel as NASCAR here in the Netherlands. They also used to have F1, but they would give that 'for free' if you had a TV subscription via their TV provider.
Now ViaPlay has the rights in the Netherlands, and far fewer people are watching it because they don't want to pay for it. The previous rightsholder has like 80% of the Dutch market in terms of TV subscriptions.
