IndyCar's President Jay Frye saw what the FIA did with F1 and thought it was a good idea so he went ahead and worked with Red Bull (who make the halo for F1) to make a windscreen for Indy
He didn't want to do a halo because he was worried about the driver's exposed chest area, so he opted instead for a screen that goes all the way around the driver
