Kinda yes and no.
There are some spectator areas that are more "official", with actual parking lots, and also food booths for bigger events. Such as Hatzenbach, Adenauer Forst or Brünnchen.
Of course you can also walk around the track, even right up to the fence (if installed), on most other parts, and while it's often tolerated it can also happen that marshalls ask you to go somewhere else or to at least take a few steps back from the barrier
