Quite an old comment from Reddit but
"I think the aerodynamics and electronics are the largest difference between the two. GTE rulebook is available online, but GT3 isn't, so I was never able to make a proper comparison. All I have is a comparison of the published data for the 911 GT3 and RSR cars.
Nominal power in the GTE is restricted in all cars to 560HP (approximately, forgot the exact number), while the BoP additionally regulates the power (via the restrictor size), weight and the fuel tank capacity, to make all the cars even on a race per race basis. These changes are comparatively minor and usually amount to no more+/- 10HP, kg and L.
GTE manufacturers have to build a car to a very strictly defined set of rules, while the GT3 manufacturers (which are not always an OEM, but sometimes privateers as well) have a less strictly defined set of rules, but their cars will be BoP-ed before the start of a season to maintain an even playing field. BoP will regulate the power, weight and fuel capacity much more heavily than in the GTE.
Until 2016, GT3 had more power, and therefore a higher top speed than GTE (but slower cornering speed, and therefore a lap time), but since then, GTE rules have changed to give extra 50-80HP, and more advanced aero, which resulted in lap times 4-5 seconds faster.
However, parallel to that, GT3 had an "escalation" of the sort, where a larger number of cars are built or funded by an OEM, and are built to a standard similar as GTE."
That last point, along with manufacturers leaving GTE, is the reason why it's gonna be killed in a few years (iirc next year already, IMSA already killed it, WEC will kill it next year)
