cuz the current regulation cycle cars have more downforce, are more technologically advanced and the cars themselves reach higher speeds which increase the effectiveness of aerodynamics - because the cars are travelling so fast, the pressure exerted onto the tires is higher because of the aerodynamic load being greater, more downforce means greater drag and load, additionally the aerodynamic surfaces are much larger and these two factors work together so there is more total friction between the tires and ground which makes the car feel more planted thus grip is increased. the increase in grip then decreases stopping distance and can brake later
