Monaco is entirely made up of tight and slow-speed corners with no high speed sections whatsoever, which favours mechanical grip rather than aerodynamics-driven grip which is independent from speed and would otherwise play a much smaller role. Another factor to consider is the suspension setup necessary in Monaco, wherein the surface is exceptionally bumpy and therefore the kerbs require mechanical flexibility (for better traction and stability over them) rather than the more stiff geometries associated with aerodynamic stability gains. At the same time, Monaco does demand maximum downforce to exploit whatever effect it may have on grip, which doesn't necessarily require efficiency (which is the downforce to drag ratio, where other teams tend to shine brighter especially with more flexible wing designs) but rather sheer downforce. Finally, the lack of straights in Monaco means that the power unit matters the least here.

About the SF-25 specifically,

The SF-25 has a pull-rod suspension design on both front and rear axles, which is unique to Ferrari nowadays, and was chosen primarily for aerodynamic benefits (lower center of gravity), and ironically affects mechanical grip due to the kinematic characteristics (less favorable camber gain). However, Ferarri has countered this issue with adjustments to the upper wishbone angles and component positioning, which may explain the advantage. Regarding aerodynamics, the higher (sheer) downforce can be explained very easily by the overhauled sidepods with the overbite designs, as well as the rear suspension design which, on the other hand, was suboptimal on faster circuits.

Side note, torque mapping is also particularly important at Monaco, a smooth delivery and better modulation are desirable. No idea whether Ferrari are any better at this.

Another point (the little note I added at the end) is throttle. I said throttle matters a lot at Monaco.

This was me commenting on the recent struggles at Red Bull yesterday evening. Speaks for itself.

Puzzle of sorts, but Red Bull has traditionally developed cars with a stable rear end, which gives Verstappen to rotate aggressively with less regard for traction, and this confidence is vital in Monaco where you are always centimeters away from walls, but the RB21 seemed to suffer in slower corners in Miami, which leads me to think the chassis isn't suited to abrupt low-speed changes of direction, and thrives in medium to high-speed.
