Well, they're carbon fiber parts, they will flex even a little bit no matter what happens. The anti-flex rules were in place to prevent excessive flexing (which promotes air flow)

And from what i know, the weight regs make it hard to reach the limit so they kinda had to make a lot of parts as thin as possible, which may make the carbon fiber flex easier (Like we saw with haas' wrecked engine cover, the carbon fiber was paper thin)
