What happened is that (my apologies for any misleading information I posted here) is that they weighed the car immediately after race as normal and it weighed exactly 798kg, then they found out it wasn’t fully drained so after draining properly, it was underweight. Now fuel-related was only the fact that they initially didn’t find out he was underweight but the issue was somewhere else, possibly with the tyres. I’m not sure whether FIA’s gonna do the job or whether Mercedes just has to find out what happened to prevent this from happening ever again
