Obviously, I have no idea what would have happened if the Scottish voters had voted in favor of independence. But the "no incentive" argument is not persuasive. Presidents and Prime Ministers often have "no incentive" to comply with laws or court orders they disagree with except for that little thing called "legal authority." Again, I don't know enough about UK law to know what would have happened, but I do recall the rhetoric of people in the UK government suggested that the referendum would be respected.
