Try removing any charms or equipment you have that can make you invisible. I did that and it fixed the spawn issue

I'm also having this issue, but I don't have anything on that would prevent him from seeing me.

I ended up figuring it out. He refuses to spawn on the Dragon's island for whatever reason.
