NSPA should be like 3 grand tops

Marines are 2 grand and better armored and equipped, but the policing abilities and third man could be argued to pump NSPA up to 3k

5k is INSANE!!!

or full nspa rework and give them like a 2k unarmed investigation team with the current guys (but give inspector a reflective vest) and like a 4.5k (to be on par with UA ambassador's) armed policing unit with all vests
