Added "soldier voice line Call outs (Dragon-V0942)". There is a lot of sounds that are currently not being used such as issue order sounds, but I don't really know how to implement them with the issue order component.

Glory to the first man to die by Jordan Wistuba is really hard to hear. Might need to bump up the volume on that one a tad.

Yeah, I need to figure out how to raise the volume while still having -8db normalized audio. Issue fixed.
