There is no in game notice about the xp issue and most people don't look at twitter or discord for such announcements so people have to figure it out by playing.

if people want to ruin their experience by uploading fast xp and mastery without work is their problem, but do not screw the rest of the experience as they have done, at this rate they will disable the whole game

The complaints from the players came because there were no server slots and they were all occupied by xp farms, they did not complain about the farms (as exploit) themselves
