the refresh rate affects on how many frames per second your monitor will show to you with that application (in this case bf2042), so if you set it at 60 Hz even if your GPU generates 120 fps your monitor will shows only 60, so the movements seems to be less smooth.

it's like a bottle turned upside down (turns out this analogy works for a lot of pc things), refresh rate is the width of the bottle's opening and your fps is the water inside. Your gpu can make a million frames but you will only see as much as the bottle (refresh rate) lets out
