Stingers lose lock when a fly gets between it and the heli, stingers lose lock when helis are too far, stingers can hardly get enough shots off before flares are back and the heli has flown to the other side of the map to repair

ok, so that's the problem: your CPU have a turbo boost up to 4.9 GHz and being on the main menu with "normal" conditions should trigger the boost automatically, instead is not and your CPU will drop for sure the fps during gameplay

this could be due to poor cooling (as Kato said before) or dried thermal paste or power management issue (i.e.: power saving mode on)

the last one can easily fixed by changing the power mode from the Windows control panel or third party software (like QuickCPU)

in case of poor cooling there are not many things to do on a laptop, I can suggest to open the lower case and check for dust accumulation, if there is a lot of dust (especially inside the fan tunnels) blow with compressed air

if it's a matter of dried out thermal paste.....well, on a laptop is very hard (but not impossible) to replace and needs a lot of attention and patience
