You can but in order to type on console you have to pause the game press I believe it's going to be r2 then bring up the chat press another button which I believe is X to bring up the keyboard then if you're using just the virtual keyboard it's going to take you God knows how long to try and type said message using a joystick to try and type on a virtual keyboard, so by the time you you know "hen pecked" said message out on your virtual keyboard whatever message you were trying to convey doesn't matter anymore
