For example I was playing as Paik on Kaleidoscope (Breakthrough), scanned like 20 enemies at once at A1 and only 2 of them counted? And that happened almost all the time! I don't believe it's simply just scanning enemies that count towards your Tier 1 Mastery. There's always something associated with it, like kills or assists by it - or for example healing squad mates rather than team mates etc.
