"Doping" ones scope is setting the ranged distance of a scope to the target, so a bullet fired from a rifle will hit the target at the desired range. Doping a scope to 100 feet means that at 100 feet, the bullet will hit where the scope is aimed. This game has no option to do that which is absolutely inexcusable.

i just tested it and its 3 shot kill past 15 meters with the 15 round magazine and the accuracy isnt that great it doesnt matter if u hit headshot. u most certainly need to use extended barrel and getting MAX 2 kills and a must reload doesnt really put that gun into overpowered state. yeah pp-29 does too much damage

It may come down to how you're using it. Going off of memory, the first sniper is a bit quicker for rechambering I think, and makes it more versatile.

i have a suspicion on why 2042 bullet bloom is so bad at seemingly random ranges: They keep talking about "optimal engagement distance" and using weapons outside it.
