thread and core utilisation are very different things, when you are talking about core utilisation, you are referring to 1 core, per thread performance, thread usage is a different calibre as 1 CPU core exists as 2 virtual CPUs, (hence why threads are doubled per 1 core on a CPU), game utilisation does not use cores this is a fundamental misunderstanding they scale over threads to account for hyperthreading (or lack thereof)
