We don't know exactly how easy it will be. We know that setting up custom game rules will be done in a web browser iirc, and that you can do some "scripting", so depending on what you want it sounds like some things will be easy like changing weapon balance and map sizes probably are just a few buttons. But if you want more complicated things like gun game, you probably need to spend more time.
