The only reason I can think that it wouldn't be showing full utilization is because Windows takes the amount of GPU RAM that is being used. You might be using the full benefits of the cuda cores but you are not using all the GDDR memory

GPU ram is most heavily influenced by texture sizes. So try to put your game up to 2k ultra or higher to see if that affects utilization. Sorry I wasn't clear, I suspect that the 'Task Manager' utilization does not take GPU memory usage into consideration. It's good that you don't have anything at 100% utilization. Given your specs, your storage is the bottleneck but not anything you should notice.

Don't play it like old BF games where you run from point to point, kind of find a sector that you like the playstyle of like the skyscraper is really sweaty close quarters and the rocket is a lot of verticality, you kind of have to treat each sector as its own map if you try to run from one to the next you are gonna have a bad time

Hmm really? I’ve used the attack heli a lot and haven’t suffered the same issue, though the helicopters in general certainly feel… weird. There’s some flight assist thingy you can activate by holding shift and it looks like it tries to right the helicopter, but even without using it, it feels like I’m fighting the helicopter the whole time for control

First of all, that doesn't work ingame. You have to add the command in a user.cfg file in the bf.exe directory.
Second, I didn't notice any performance gain above 12 threads. Configuring 16 threads will only increase CPU usage without any additional fps.

Could never get close enough to use dynamite as they typically sat behind waves of enemy infantry, I have never been good in planes in battlefield games (good in helis tho) and I gave up trying to get a tank since you needed a certain amount of points and the squad leader usually took the tank for himself.

I'm sure there were quite a few ways to destroy tanks, however I think it's much more easier for the average user to destroy tanks in BF4 and I think overall it's a much better system.
