I think a game can have tactical elements without being a true blood "tactical shooter", Zero Hour is pretty much just Siege but more "Tactical" it encourages the same amount of teamwork and pretty much has the same layout, but they play so differently, Zero Hour feels a lot slower and the gameplay is built around that so much so that you can incrementally change your players speed, when I compare the two games which are very similar Zero Hour comes on top for being more tactical, I think that's really how I decide myself the difference between a "tactical shooter" and a game like siege or cs
