From a Software Engineering point of view I believe that it is. I mean there is a reason I put the quotation marks around "easy" because ofc its not just easy for anyone. But DICE are certainly capable of making it in a very "short" time.

I haven't enjoyed a single Battlefield campaign. They're mediocre at best.
Good that they got rid of them, swallow up so much resources that are better spend on MP.
