The only ways to cut into cheating are wasting people's time/putting cheaters with cheaters and/or eating into profits and sans having private companies sanctioned to attack hackers (which is a super slippery slope) the best way to cut into profits is to come out with your own competing product. You don't call it hax of course but you sell it as an enhanced fun pack and give people all sorts of wacky things like unlimited ammo, super speed, low grav. But you only let that happen on designated servers. With a two prong approach of shadow bans and a competing product you can do some real damage to the cheat makers.

A. The specialists are further along in the pass on the FREE tiers, while they are unlocked at tier 1 on the PAID tiers
Or
B. They are removed entirely from the tiers and are instead locked behind an in game currency (perhaps company coins like in bfv) while people who own the Y1 pass have them unlocked instantly
