Pretty sure all weapons have different effective ranges. For snipers it determines when they stop being 1-hit-kills. Some attachments like long barrel increase the effective range, and ammo types can effect it as well (especially for the DM7). But they seem to effect each weapon differently

Check to see if you have cross-platform play on. Sometimes you can turn it off by accident and you won't find lobbies at all

I’d imagine you would need to play at medium settings on a GTX 1080 at 1080p. Looking at some performance videos it’s getting around 70-90 fps with those settings

1800p or 1440p is more preferable there.

Pixel density is too high at 2160p, and the game will be trying to use up VRAM for things other than rendered frames with that.

For quick scopes you don't need to worry as much because you are accurate before the scope is fully up anyway. As long as your crosshair is centre as you scope in you'll be on the money when you fire after starting the ADS.
