It's made this way so you don't have infinite access to every attachment in your arsenal. If the game would let you change your loadout entierly mid-life then there would be no element of choice and preparation before spawning. It would be the plus system on steriods, which itself already diminishes a lot of that choice and consequence. As such, you can edit your loadout but the changes only take place in the next life.

look at battlebit, it has what 256 player modes and it honestly doesn't feel ultra populated comapred to a solid compact 32v32 gamemode
