This is ultimately defined by a list of matchmaking processes. Basically it tries to look for what is most beneficial to you and then works down a list and as it goes down that list, its less optimal.

There are definitely servers on the go for EU, and i'm not really aware of people matchmaking from EU into NA by default. Would really check your ping and NAT type etc.

The first few games of an update will be choppy by the way, because you're caching things again on every map.

hi guys i've been having a problem with my game in the last few motnhs.

Sometimes the problem dissapears for a reason i didn't grasp yet (litterally i don't touch anything, just some days i boot my PC and it works sometimes not)

Basicly my game launches fine, then closes automaticly after a bit of time, or if i launch a game as soon as the counter reaches 0 (in the menu, before the match starts loading).

We alraedy sudgest me to make sure the anti cheat is updated and that i did (doesn't work even with that).

I have no idea how to make it work again, i'm kinda of a nooby in doing stuff other then games on my computer, and never did anything to my game files, or used any kind of addon.

If someone has an idea on how to fix would be a great news ^^

It is possible to balance them, yes. One way is by not having every vehicle available on every map. As is the case on many of the maps. (Was worse on launch than it is now tho)
