even if you dont clean reinstall, try uninstalling any random application that came bundled with your PC thay you dont know what they do or dont use, oftentimes OEM (original equipment manufacturers) will stuff your PC with things they want you to use but you dont need, like antivirus or some gaming program. my PC started running like shit and it turns out HP's "omen" app was using 95% cpu
