uhh hard to say, dont have a crystal ball, depends on the users specifications mainly, nvidia GPU's on the top end are driver limited, so a bad CPU or memory will gimp performance

this isnt a new issue unfortunately, you can try deleting your settings folder in your documents for the game which will force a rebuild, it may fix the issue, just a suggestion though

Thow whole free to play model definitely makes more sense for multiplayer titles than singleplayer ones for obvious reasons, you play multiplayer games for longer because it's an environment that offers near infinite replayability since actual human beings being in it opens up so much variation.
