While DICE figures it out, here's the fix for people who are still unable to launch via Steam:

• Go to your game install location (like E:\GAMES\SteamLibrary\steamapps\common\Battlefield 2042)
• Go to EAAntiCheat folder & launch EAAntiCheat.Installer
• From the drop down select Battlefield 2042, hit install & let it finish. It should say '(Installed) Battlefield 2042' now.
• Launch the game from Steam & let EA App show up
• Now clear the EA App cache & launch the game again

How to clear EA App cache (as posted by EA):
1⃣ Visit the EA App "Hamburger" Menu Icon.
2⃣ Highlight Help
3⃣ Select App Recovery
Hit Clear Cache on the popup
