Though knowing DICE it's probably a bug but yeah, there is a delay upon activating boost as soon as you launch it, out of 10 rockets, all did it, let the rocket fly a bit and it does it instantly.

I'm not usually one to instantly boost right out the gate but the delay is there, maybe intentionally, though I wanna say I've never noticed it before
