my ping is 100 (for me its good) and my fps is good

but when there is low player number my game feels smooth

Tank gets attacked by 50mm Condor, I stand there to repair it. The tank panics, backs up a hill then down the hill, driving away from me and dies.

Why are people like this?

They were trying to flee from a Condor

and fled from the repairs that wouldve saved them instead for when the 50mm eventually runs out of ammo cant kill them
