tor fundamentally can only be balanced by either severely reducing its ability to aim upwards to prevent it killing aircraft (horrible qol), severely reducing its damage (makes it inferior at its role of anti-tank), severely reducing it's velocity (kills it being a railgun (this is the best option a railgun vehicle is a stupid idea)), or whacking its charge time so high that it cant hit anything that can just turn sideways (not perfect, will still be able to hit targets at a long distance)
we only hurt the transport helis if we can actually hit them
if a heli is allowing you to hit it with dumbfire its a bad heli
