long and story short description based on DICE talking when the CTE was in the planning phase is because of the amount of logistics involved with an urban map, it is way more expensive to produce than others

there was less actually, what isn't discussed about that is the DLCs, 2 of the 4 for content were completed before the game's launch, so the optics involved with having to make new DLC's and remake the base maps for 2042 arent in DICEs favour for pumping out content
