It was there. But it was only on spearhead. And it was not balanced for attackers. Defenders won basically every time.

Rao's sheer utility makes him the best specialist imo. So many hidden benefits like not having to deal with locked doors, hacking enemy players to reveal others around them on the minimap, killing the hacked specialist to give you and your squad walhacks on the remaining squad members, hacking all equipment to disable/destroy it, hacking vehicles, what can't he do?
