Technically both decrease effective range. The slower bullet velocity makes it harder to land shots. The lower effective range causes damage drop-off to happen sooner. Both lower TTK outside of 50-100m. Which is what you'd expect.

Console experience is a slog compared to PC. The only plus side is that the game makes it easier to aim for us.

Some console players don't really need high level sensitivity and can actually out aim a PC player WITH Aim assist. But PC players have better movement.
