in a short term, yes, being hacked is annoying, but if rao doesnt capitalize it, or if his team doesnt push... it ultimately does nothing but causes you to pop your smoke or pop flares

That does not sound underpowered to me, literally the only issue people seem to have with him is people not engaging the targets he hacks and paints with SOFLAM, but that's not a problem with the character, that's a problem with the team.
