I thought there was skill based "balancing" (after a server is filled) but that servers were filled based on something other than skill.

Score Per Minute is generally a better measure of skill than KD in BF.

Shows how much you play the objective, help teammates, and just get kills in general

Its a much better measure of how good someone is at the game
