I feel like the reason why DICE is struggling to keep players invested in Portal is because whenever they do custom events they always use the worst possible map layouts. Take for example the 128 rush chaos, NONE of the layouts are good. If anything they bring out the worst design features of every map in it's rotation

I wonder if for the event, they have a fix for something that is a problem in Portal which is - if a particular team does not have an HQ, they cannot use the Deploy method of vehicle spawning, and if you do "in world" spawns, they spawn in the HQ location making that team backtrack
