I 100% agree. However, instead of artificially gimping one or both players through external mechanics, make the player actually scared. Spike the bullet audio. Make the screen shake or vignette. Don't artificially gimp their accuracy.

BFV did a good job with this, also by spotting suppressed players encouraging more people to shoot at already suppressed targets, meaning you had to react to the environment or die

I agree, but Squad and BF are two very different genres. BF is at its core an arcade shooter, and should aim to adhere to those sorts of mechanics rather than the intensely realism oriented mechanics of Squad.
