solo/coop is restricted, if you mean Level 21 like soldier level, im not sure, but the XP you gain from solo/coop has a cap per game, and hence leveling is slower
for unlocks like weapon attachments, you can get them all, but once you hit Mastery 12 (T3) with an item, you cant get more on the mastery criteria

• we do this because it doesn't feel right to have a mastery badge that you can earn just buy paying to skip tiers. You haven't really mastered anything by doing that :D

• it's also the reason the badge counts earned points, and not tier level, as you can skip to that.

• the badge does not track points you haven't earned - earned means completing weekly missions and points through XP.
• if you are an ultimate edition owner, you get given 40 points to unlock Lis
