noo... that's some under-utilized Rao talk there. Think about "forcing open" a red steel door on BT... Rao hacks that sucker and makes the door friendly. When Rao hacks infantry it spots nearby teammates on the map for everyone. Rao hacks the doggie, basically an EMP for several seconds, same with the Boris turret.

Just have to realize how much he can actually remotely touch on a map

I’d say it still works as a deterrent but I definitely know what ya mean, it doesn’t actually solve the problem, just gives you a few seconds

well, I'm still thinking that TTK problems are exacerbated by the weird network compensation system they have (and maybe server tick rate). players keep doing a lot of testing and it seems the game favors higher ping players more often than not, which is a "newer" phenomenon that seems to be the result of whatever system replaced the "freeze the player with connection issues in place and make them invulnerable" system the game launched with.

even so, youd need a long ttk for something like anti healing to be useful, otherwise... just killing them is way more efficient 99.9% of the time

depends, there are tons of times where you have small groups of enemies behind cover that are healing up via a medcrate/Falck that you can't get to. Would leave them even more vulnerable if they couldn't heal. And if it prevented revives you could absolutley use it to stop enemies chain-reviving on a flag capture point or something.

Flying around a point, gunning people down with a minigun, to then parachute out and mow them down with an AK-24 makes me really FEEL like I'm committing war crimes.

depends on how it works. Nade might not be able to reach them as they're behind cover (say an irish wall blocking the side). If the grenade was a "gas" (like smoke grenade), that would bypass the barrier and allow it to be effective where a standard grenade otherwise wouldn't be.
