I just realized Rao is more than twice as easy to get T1 on than Casper
With Casper you have to spot enemies, get spot assists, and disrupt equipment with the recon drone - 8,000 times
With Rao you have to spot enemies and get spot assists - only 4,000 times
So at first glance it's like oh, half as much work
However, it's even less work because you can literally just grab SOFLAM Designator and sit there and spot enemies with Rao and the SOFLAM is even better for spotting enemies than the Recon Drone because you can spot from much further away
