we dont know the systems, we have absolutely no insight on these "formulas" that devs implement, at least in all my research ive never found one and have never had anyone provide any insight into it either

you can (and we likely do) have a system that uses skill as a factor to matchmaking, as well as connection, AS WELL as having situations in the "formula" to allow manipulation. for example, you can have 3 competitive matches in a row but they all counted as a loss, EOMM would see 3 losses in a row and toss you a bone and place you in a worse than normal lobby to hopefully get you a win and feel good about yourself and keep playing
