DICE have tried doing that a few times. BF1 had Incursions, which was only ever playable on CTE and was cancelled months after it started existing, which, fun fact, included a firing range like BF4's. This was never added to BF1 properly.

BF Hardline had a competitive mode, as well as ranks, but nobody played it because nobody played Hardline.

And BFV was planned to have a 5v5 competitive mode, but that got scrapped.

I don't think an official competitive mode has ever been given a proper chance at succeeding, though, BF1 Incursions was only playable on CTE, BF Hardline's was attached to a game that most people didn't like on launch, and BFV's was scrapped before the game even came out.
