you're coming close to peak power consumption, it's possible to use it yes, however don't be surprised if you trip OCP and end up blacking out the system sparsely
ideally you should underclock the card by say 8-10% or reduce the power load from 100% to 95% to give some sort of manageable breathing room for power

@pale quartz im really stuck with that PSU ATM, i never wanted a 3090 but i was gifted one, i used to run a R5 1600af and a GTX 1070 SLI just fine with a 750w psu. Ever since i was gifted the 3090 and there is an obvious bottleneck that had to be dealt with, either get the R7 5800x and pay extra for a cooler and have to change the PSU. Or get a R5 5600x and cut down the cost of the cooler and the PSU swap since it draws 65W just like the 1600AF

My psu is the FSP Hydro G 750W 80+ Gold
the first setup has a far lower powerdraw than the second, the 5600x has a TDP of 65W it will infact draw more power than that, TDP does not indicate what a component will actually consume in power
both the 5600x and 5800x will draw around 120W of power as a standard
Intels tdp is closer to power draw
Since it's PL1 and PL2
AMD does not include W at all in their tdp
1000w is pretty overkill, but if you want 1000w i would recommend seasonic prime tx
You are going to be fine for the time being I have a triple 8 pin 3080ti that draws 380 watts on average stock and a 5900x overclocked and my pc doesn't breech 670 watts. It will be close yes but fine. I have a ups telling me my active power draw and It has never hit 700 with this new system

that sounds more like a bad overclock, the gains from stock to overclock isn't worth risking your pc if you're that worried or unsure don't over clock it

FSP is underrated, only old people would know the brand. They use japanese capacitors afaik, been using the 750W model for 4 years now, runs quite and cold
the pc won't die if you take 1 fan out at a time, just unplug 1 fan and see if it's the loud one then replace it. or go to the new case and if the sound is still there then replace it

Linux makes up a tiny amount of the total people playing games on a platform, building native binaries for Linux means you need then add in additional dedicated resources to keep it up to date, which can't be justified due to how small the Linux scene is overall

Every part that delivers power to another can hurt that other component if it does something it shouldn't do. It is more likely that a cheap PSU will do that, but since more an more power delivery is moved to the motherboards a cheap motherboard could dmg components. 3060+3600 is not something I would upgrade due to but if it was a 5900 and a 3080 I would consider it.

the Amazon mouse has say a 5x lower polling rate than the g502 meaning it won't clog up the CPU stream
5x is arbitrary but same point applies
considering i have been using this mouse in this game for like well over 1000 hours and have never seen this before i dont think its that
besides the mouse data flow is so minute compared to a cpu's ongoing tasks it wouldnt apply
it's not something you'll see because it impacts frame timings mostly but it's still there

the game will spike CPU utilisation to a max throughput which the mouse depends on a certain core/thread being clear for constant polling consistency and boom it's why the delay is there

yeah so that's the volume manager you've got 2 main points here one is the system sounds panel which windows directs system sounds through and the other applications, you'll need to try and reproduce the sound with that open to identify if it's coming from Windows or not
it will light up green, you can test it yourself, change the volume

can be a lot of reasons I'd rather not write 4 paragraphs on processor prediction scaling however in simple(ish) terms it can be any combination of factors with the game active processes, on demand software thats spiking utilisation as well as with the game, core load or any number of potential other combinations @supple bane it's most common on lower core count CPUs simply down to lack of room for switching however it is a CPU agnostic issue in that it will occur on higher core systems, just in a not noticeable way

@supple bane polling is, well to say the least, tricky as the OS handles the pipeline for it, things can go wrong with other software being redirected a poll (mouse/key action) which the game was expecting
hence you get stuff like this, least it's fixed though
