dx 11 max out the setting except for post processing turn it to medium and lower the foliage but leave the rest maxed and enjoy the game. Post processing will take workload off the cpu foliage is competitive. Future frame rendering on vsync off imo do a custom fps cap with gametime.maxvariablefps 175 or something like that. see how it goes

To be honest I had no intention of upgrading at all this year. Then I saw a 3080 TI on the shelf. Yes I know worst price for the performance, but it was like a drug. Shelled out money for that, and shelled out the rest of the money for my bother to get the other parts for me to upgrade
