No. That would be hardware constraints. Lower the graphic settings, set a FPS limiter, use dx11 maybe helping you getting a slightly smoother gameplay

My iphone Xr got smashed to shit last week so this weekend i drove up to my uncles house where he gave me a 6s for free. I never relized how much nicer the XR is. Its a bit bigger wich i personally like as well as its much faster and feels more natural to hold. My new AMD cpu is nice, the one thing that I have noticed though is that it runs much hotter than my previous Intel CPU. Besides that my new system is much snappier and better FPS.

In Photoshop though, it takes long to load images, even not very large ones. It may have to do with setting up cache drives for it. We'll see.
